the rules are:

- air deflector at the very bottom of the rack
- turbine unit at the very top
- one heat exchanger just below the turbine unit
- one heat exchanger below each fan tray
- all unused space closed with a blank panel
- heat dissipation <9Kw per rack
- PCs go into a separate area in special PC racks. PCs are ordered centrally, please

I think that's about it. There are some rules enforced by rack wizard.
(As often, there is no written documentation.)
